Yes. The Town of Castle Rock Building Division requires a building permit before any roof replacement, and the permit with its inspection card must be posted at the job site. Castle Rock issues its own permits through the eTRAKiT portal; Douglas County permits do not apply inside town limits.
Yes. Castle Rock requires 100 percent tear-off down to the deck, including the old underlayment. Overlaying new shingles on top of an old layer is prohibited, which protects the deck inspection and keeps warranties intact.

The workmanship warranty covers the installation itself and should be stated in writing in your scope.
